Think Power Commanders are mainly for Bikes....

So can they be used on BEC's and if they cover 4 pot engines why not a CEC?

Aren't they just a fuel adjustment thing. They only do them for bikes so not worth going into the unknown

Power Commanders are Bike specific (ECU specific really) and they intercept the ECUs outputs and inject their own settings at certain conditions. This will not work on a normal Car ECU. Much better to get a Megasquirt or Emerald as these are designed to work on cars.
