If so the nut shouldn't fit over the nipple, the cable arrives with both nuts on the threaded adjuster which gets poked through the flange & the nipple gets put in the fork (apologies to anyone in a "carry on" frame of mind). To fit it like that you'd need to take the lower nut off, thread the nipple through the flange & the nut then connect it, & the nipple's to big to fit through the nut.

Having just ordered a new cable as a spare I concur that the nut won't go over the nipple. So I can only assume the cable that's been fitted has a smaller nipple, otherwise... :? ?

Or the nipple has been filed down to fit through the nut which is why it's been secured with cable ties, they shouldn't be necessary! (As shown in your post on Facebook)

If its anything like mine, I sawed a channel in a nyloc so the cable could fit through -see pic at the bottom of this post:

^^ Yes, I slotted a couple of thin nuts to fit over a cable before I sorted it "properly", Better in my opinion than reducing the size of the nipple as you're relying on that to make the clutch work.
